Introduction: Context and Research Aims

This paper presents the first portray (project and results of a pre-analysis) of a research project on the international activities of cities. The main aim of the work is to try the transnational activities of cities and to affirm the extent to which they impact on urban governance and intrinsic policy making. Indeed, in the last twenty years, the transnational activities of cities involve increased and this phenomenon could be defined as a clean way to create policies or to reorganize governance non only at the local level but withal at the global level. Cities skip the national level and touch for direct arrangements with other cities. This paper, on one hand, will apologize what is meant by transnational activities and why cities decide to engage themselves in these actions.



On the other hand, it will analyze the context of qualify in spite of appearance which most European local governments are involved. This is necessary, since the skid from local government to local governance is the framework within which transnational activities of cities can be interpreted. The research will analyze the case of Rome compared with other cities, such as capital of Spain and Milan.
